Its a pretty nice park. On the lower park area's they have picnic tables, bbq's, restrooms, a creek running through it. Nice combination of shade and sun in the park area. Good place to walk dogs or stop and have lunch.

Well just by looking at the lake you can see the low water levels. I'd assume it's so low because Anderson receives little if any snowpack run off.

There is a chance it will not be, due to the reactionary response to last season's El Nino. A local dam burst and flooded the freeway so we drained the reservoirs in preparation for this year. We were supposed to have record breaking rain this spring and did not, so far.
Absolutely, but not as straightforward as you might think. The lake is down, so you have a bit of a difficult walk to fish the lake proper.
If we're talking about the small day park picnic area? Not really. It fills up quickly, of you're first in you might be able to squeeze in a 20'.

I would not fish there. The lake is full of mercury.
Without a boat, the shore access is limited so the chances of catching a bass are not so good.
