There are a lot of possible answers to that question and ultimately the answer is, "It depends." For example, if you already have at least some sort of website, the next minimum viable step might be to set up Google My Business, Google Analytics and Google Search Console for your business, or else have an expert set those up for you.
There are many things necessary in order to get your website to rank more highly, which in turn will make it easier for clients (and prospective clients!) to find you online. An excellent website is the first step, and an important one.
The honest answer is, "It depends". If your website is not ranking well in search engine results pages, and you're not receiving very many visitors to your website, then PPC (which stands for "Pay Per Click" advertising) can be one tactic to begin generating traffic to your website. It tends to produce clicks (and therefore visitors) fairly quickly, since Google favors its own interests by placing these ads at the top of the search results pages. SEO provides benefit through sustained efforts over a period of time. It takes longer to produce benefit but once it does, it continues to do so and makes your website a powerful, new-business-generating asset with great long-term value. Often, for a newer or smaller home care or home health care agency, we will use both PPC (at first, for a short while) and SEO for a longer, sustained campaign producing lasting value and brand power.

While it would be gratifying if you could get those bad online reviews removed, in real life it's really hard to do so. Google and Yelp have rules (called "Terms of Service" or "TOS") about who is allowed to post online reviews, but it's rare for them to take action when you report isolated instances of such reviews. It's still worth reporting them and asking for them to be removed, but a far more effective solution is to conduct an ongoing focused effort to get your existing, satisfied customers to post positive online reviews about your company. When you can get enough of those positive reviews, they tend to "push down" and out-number the negative ones. That's a far more effective method for repair the damage done by inappropriate or fake negative reviews.
