This is not a nice neighborhood. Homeless people and gang members/scary people abroad. Cemetery has many headstones damaged. My intent was to find historical members of the Big Bear area. I was successful in finding them in the West part off of Sierra Way. These historical headstones have a small brass plaque denoting there significance to our community's in the locale area.

I suggest to let the cemetery office know you have the stone so they can put it in your mom grave
City of San bernardino now own and operates pioneer cemetery..you have to contact them first pay their fees for installation/removal of old one and the you can go your choice of vendors to purchase the new headstone.. cemetery is part of public works division and their located near the corner of E st and 2nd st near big5 sporting goods..
U can go to ancestry .com put his name in and it tell u where he's buried at and it might even have pic of headstone that's how I found relatives
