City of San bernardino now own and operates pioneer cemetery..you have to contact them first pay their fees for installation/removal of old one and the you can go your choice of vendors to purchase the new headstone.. cemetery is part of public works division and their located near the corner of E st and 2nd st near big5 sporting goods..
all you have to do is going to the main office, I believe you can do it as long is ok on the spots because you can't put headstone in all the areas
Yes, it doesn't matter how long it's been you can always add a headstone
