Called in non emergency fir vandalism person was still at facility . Cops arrived in an hour , after 45 mins they left . “ nothing we can do “ often non responsive or do do nothing when required ! Need better training

Can be effective but also can be so-so. It depends who you get to talk to. I've seen VG officers and let's say not so great. They are overwhelmed with drugs and crime in this city no doubt.

Sure you can. I have very noisy people who live above me too. Unfortunately, calling the police isnt going to fix the problem. Might make it worse
Crush them up throw away . You could bring them to hospital or local pilice station
