No police department will just arrest a person because of a threat. Its not that simple. Now if you physically could see a knife and or a gun and describe it with 100 percenrt certainty and they found it on him then its way different. Well if there was only one officer at a crime scene. That would be a very polluted crime scene..security and keeping the area secure for investigating. Is the whole point of calling it a crime scene. Also be aware. Not knowing how many cruisers and officers. May not affect the amount that are actualy on duty. Or even officers off duty that were called from desk. Or off duty to secure and work a scene. The streets are very secure with officers attending a crime investigation.
