You could have a small wedding at the park probably at no cost. However, I would be aware of the schedule for the park as it has a nice band stand at one end and there are events on occasion. There is a fee to rent the Bandstand however if you'd like to use that for the ceremony. The website says it is $400 for 3 hours of use, and you need a 10-day Advance reservation.
I don't know how safe it'd be. Lots of young children running around.
It's a waterfront with excellent view to the three islands. Nothing much.
