I think it's based on income but my mom stays in a 1 bedroom and her rent is 950

No one answers the telephone at Whispering Fountains Whittier. I have made several calls twice on monthly bases. Who do I contact to report this matter to?

Receptionist never picks up the telephone. I have to drive to Whispering Fountains Whittier every month to inquire. They also do not return my calls. Lazy workers there.
