Mediocre fishing & frog hunting spot. It's nice that there's not much vegetation around the bank/edge of the water for the frogs to hide in.

Took my kids fishing there. Only fish that we could catch were Bullhead and tiny Bluegill, and by tiny I mean each were less than 4 inches long. Not an ideal fishing spot, but it's decent inner city pond. No facilities also, so be mindful of restroom breaks for sure.

It gets stocked monthly. It was last stocked on July 10th, and is tentatively scheduled to be stocked next on August 19th. If you ever want to know, call the fish stock hotline for Kansas City Parks @ (816) 525-0300 option #2. Hope this helps & happy fishing!!!
Trout was stocked already, I believe in late October timeframe. I'm not an expert in fishing regulations, but if you are catching and releasing I don't believe you need a trout permit, normal fishing license you would still need, as what you catch isn't forseeable. However if you plan to keep Trout then yes, you need the additional Trout permit.
I did not see any vehicle access to the lake.
As someone who fishes here regularly, yes you can fish here after park hours. There have been nights in the spring when the bite was so good, we watched the sun rise and were still hooking nice pan-sized 2-3 pound channels! The cops may stop and talk to you, but they were really just checking to see if we were sober or not. Be respectful to them and they don't make an issue of the park hours. There are a lot of homeless people that walk between the Interstate and the lake, and lots of drug use (lighters to glass pipes) back there at night too, so we stay on the side with the couple of street lights and the road. Just be mindful of your surroundings, and you should be fine! Happy fishing!
