Edward was great, i came in needing to replace my title and was short on time because i had to go to work. I knew the dmv was going to take a while but i found this on google. No, we are sorry we only do vehicle registration and titling. You will have to go the the DMV for that or do it on the DMV's website.
No you can use a bill of sale Reg (262), and a application for duplicate title reg (227).
It should only take a week or two. When renewed mine I got it in 8 days.
