I was getting a run around up the elevator down the elevator to this department to that department as we can rescue ended up I didn't get a thing done I had to go find a lawyer so he could tell me what to do and I think that's wrong because they knew what I should do with all the paperwork that I have so what can you say that city government for you

They do not and never had any such programs in place. Prop 13 helps those who are older as it limits how much property value can increase on a yearly basis, so as you hold on to a property (and get older each year), you pay less and less compared to the actual market value. The tax collector may have some information on state funded postponement or assistance, but those are done by the state not the county.
