Called and asked about new stop signs. I got the wrong town and instead of just politely telling me I made a mistake, the clerk(?) answering the call seemed tired and already upset with me. Really nice folks answering your calls.

This would be an agreement entered into by a customer for a service making it a civil complaint. If you cant resolve it with the owner you would have to file a complaint with the civil court. If it is a health issue you would report the issue to the department of health from the state. Unfortunately the police can not help in this matter since there is no criminal offense.

You could set up security cameras and catch them in the act. Call the police when you have something concrete.
