Traditional Thai Buddhist temple, serving the extending Oregon community. Service consist of chanting and prayer in the ancient Pali language. Those who attend bring food to feed the monks. The best time to go is at one of the holidays when there are 100s of people and lots of pot luck, you bring one too, to sample. The easiest is in September when they have the Annual Thai Bite festival. Restaurants and food vendors come from all over the NW and sell food with proceeds going to the temple.

Can wedding ceremonies be performed there?

I assume they can do a Thai style wedding, but I doubt they are licensed to perform a marriage recognized by the state. Just call them and ask. You could always get a civil ceremony with a judge the day before.
