You can qualify. There are no hardline rules to how much or how little debt you can have when it comes to filing a Chapter 7 bankruptcy. Based on your question, if you only have $29,000 in total debt and $25,000 of that debt is comprised of student loans, I would not recommend filing as student loans are generally not dischargeable.
