During the Covid they closed most of the branches and customers had to stay in line outside at direct sun for hours. An employee when approached about it was very disrespectful

I believe they do, or at least you can order foreign currency over the phone and have it delivered to this branch. There is a monitor towards the back near the safe deposit boxes with all the current exchange rates posted.

When sending money to someone in England to their Bank account, is there a mimimum that has to be sent or can it be any amount?

If you're sending with zelle, it can be any amount.
