I live here and they wouldn't even let me at the beach, and yes I pay my dues. They just need hard proof...but the place was closed and I never have heard of "tags" before. The boy there was unspecific and vague about it, and I still don't know how to get them...

It is private and for use by CRE residents and their guests only.
Lol... I guess if you go to the reef you might be able to find some. Google says they live in shallow tropical waters.
