I called in regards to finding out what I need to bring in to apply for utility assistance. If anyone hasn't been working for awhile due to the pandemic this utility assistance program can be a good source. Don't be too prideful, if you need help please seek it.

I visited on Monday, October 21, 2019, after I had called and was told that one cannot apply online but must appear in person with all relevant documents. I had initially called HEAP's State (866) number and explained my situation, i.e. that my utility payments are part and included in my rent payment and was referred to HEAP's LA County (213) number where I explained this fact once more. When I showed up I was all of a sudden advised that (1) there are currently no funds available (me: "Why didn't you mention this to me when I talked to you on the phone 3 days ago?") and (2) re the utilities inclusion in the rent payment, I was asked "So you don't have a meter for any utilities?" "No," I said, "because my utilities are included in the main meter for the entire apartment building." Representative at the take-in window: "Let me talk to my supervisor." A moment later: "Sir, you must have a meter to qualify for HEAP." Me: "Why didn't you mention that to me when we talked on the phone 3 days ago? Because then I wouldn't have wasted half a day to travel from Sawtelle Japantown to downtown Los Angeles only to find out it was in vain?" I do not know as to whether any applicants to HEAP actually benefit, provided they qualify at all, not to mention what the benefits/financial amounts actually are. I am very frustrated by the degree of incompetency of the staff and HEAP in general.

Bring ID and social security card , current electric bill with meter readings,current gas bill with meter readings,current proof of income for you and anyone else that lives in your household covering a period of 30 current days, rent receipt if on section 8 bring in your section 8 document showing your portion of the rent.

The Manager is racist and very rude. Does not do her job and did not give receipt. Not one time but every time. You are allowed to make 3,000.00 a month to qualify. She will turn everything she is doing to you back around on you and tell you you are rude when she is the one being more than rude. She went to College and pretends she can not understand you. Ten times asking same question. When she knows you are over qualified. I complain every time, but she never gets fired. Someone else needs to complain besides me.

Just call the Light Company and ask them if heap made a pledge to your account... And remember how much $ heap said they would pledge when you talk to the Light Company.... Believe me you will know when and if you gotta go back down to heap .. like if your bill ain't paid by March
