Nice long shady area with benches, trees, and some trails to walk. It does appear to be home to some permanent campers which isn't surprising. No park is safe.

The Sacramento Discovery garden was so beautiful. The volunteers at the plant sale were so KIND! I recommend a stroll through the garden If you have an appreciation for such things.

It is $16 per night for a basic spot, $25 for one with power and water. You get an $8 discount with a National Park Pass. You have to book through recreation.gov even if you show up at the campground and find a space.
If you drive to the central camping area the website and phone numbers are posted for bookings/info. If you aren't in this area or don't want to drive out there, you can probably find the contact info on the United States Forest Service website, since it's technically National Park land.
Yes, seniors can purchase a Lifetime Access pass then get significant discounts at federally managed lands. It's about $80 for the pass.
Yes. The Red Bluff Recreation Area is a good place to picnic, hike, bike, etc. By the way, the dam frame structure exists, but the water is no longer impounded into a "lake". Irrigation water is still removed from the river into the Tehama Colusa Canal using pumps.
