When a mommy electron and a daddy electron like each other VERY much....jk. This facility burns natural gas to heat water into steam, and the steam turns a turbine that spins a set of magnets surrounded by coiled copper wire, generating a flow of electrons. Most power plants (coal, gas, nuclear, or solar) operate on this same principle.
