You can only buy tickets from a machine. There's one inside and another outside you can use anytime. No Amtrak personnel work at the Suisun depot. Or you can buy a ticket online at Amtrak.com, and show the conductor the barcode on your phone.
The public lot across from the train station doesn't seem to have a limit on parking, that said it is routinely patrolled by cops who might tow a vehicle that looks like it has been abandoned. So like at most a week.
