I recommend TRL to all Mariners who are seeking to advance or renewing their trainings. They have a list of great instructors. They also have a shuttle that picks up and drops off to the hotels nearby.

They had a 100 ton Captain's class last week
6.5 -7mi about 15-20min away

They do have a buliton board with job openings but other than that I'm not sure
You can obtain sea time by working in any vessel. Working on a larger vessel qualifies you to obtain qualifications for larger vessels. The easiest way to get a job on a boat and obtain sea time is to go work on a local fishing boat.
