Have lived here since September 2021, absolutely love it here. The neighbors are wonderful, the apartments is wonderful. However you have to take the good with the bad, there have been some issues getting snow plowed out of our parking lot, we got stuck 4 times in a span of three days in January and only were able to get out due to our neighbors.

I can't say for certain about seniors my friend who is a disabled single mom waited over a year for her apartment
The apartments look good but there is absolutely no sounds barrier or insulation so you can hear absolutely every noise your neghbors
Milltown only allows service & companion animals. Their sister properties allow pets with a deposit. There isn't smoking allowed on property, you would.have to go across the street.
They all have washer & dryer hookups. They already have Ziply and what ever Northland went to. Not sure if Ting would be able to come in as well....
Most income based apartments are easy to figure out the cost. 30% of annual-$480 per qualifying child-utility allowance ($58 2bdrm, $63 3bdrm) So a 1k monthly income with no children for a 2bdrm would be 1000*12=12,000*.3=3,600÷12=$300-58=$242. This is a general formula and not meant to be exact. :) hope it helps.
