You can use your card in any county, however it has to be specially coded for hot food. If you're homeless or if your residence doesn't have a kitchen, your card should be coded for it.

You can also go oline at mybenifits.org, and yes an appointment is always good to have but you can do a walk in if you like. The process for applying and recieveing benifits has been delayed to to large amounts of applicates at this time so the systems is on overload. I would advise you to apply online and submit your documents online to save time and energy because it can be a serious process for some.
What do you mean by "medical cards"? What office provided them to you? Get in touch with that office and ask about replacement cards. If they were Medi-Cal cards then you'll inquire at the Human Services Office at 1440 Harrison Street. If Soc. Sec., then inquire at their office on Valencia. Whichever office issued the cards can replace them for you. Good luck...
That seems a bit complicated and specific. It's best to speak to them on the phone, or come in person; between opening time and before 10am would be a good time, as it's not that busy, or make an appointment.
