First time going to a one of these festivals...this one was decent. There were about 8 of the balloons, some carnival rides, a couple food vendors.

Its a little bit more then a balloon festival, this group ^ so will take you back to the mideval times and more with live demonstrations, booths of information and their own blacksmith.

Pretty typical fair setup with the vendors, rides and amenities you'd expect. There's a paved loop around the whole event if you have a stroller or wheelchair. Balloons are very cool to see but the cost to ride is exclusionary...

Unfortunately no we do not.
There should be a schedule posted somewhere on line the festival has been grounded for 2 years however they used to launch at 6am and 6pm.
They are sold by individual vendors I believe. You would have to contact the Balloon Fest organizers. You can probably get info on who to contact from the city clerks office.

I don't think they will launch in any kind of precipitation.
Balloon launches occur Friday, Saturday, and Sunday at 6 AM and 6 PM. This year, some balloons will also be launching Monday morning at 6 AM due to the weather this morning.
They fly according to the wind direction
