The Oregon Real Estate Agency doesn't have anything in place to discipline an agent who acts unethically with another agent. By default, the agency is saying they are okay with an agent acting unethical with their peers and still having a fiduciary duty to their clients. Because of this, they are not fully protecting the consumer and deserve a negative rating.

ORS 696.026(14)(b) states that a principal real estate broker or licensed real estate property manager may conduct professional real estate activity under two or more registered business names only if the business organizations are affiliated with, or subsidiaries of, the business with the registered name. What it is that makes businesses "affiliated" or "subsidiaries" can be found in OAR 863-014-0061 (https://secure.sos.state.or.us/oard/view.action?ruleNumber=863-014-0061).
This is not an area of law the Real Estate Agency regulates. You may want to review ORS Chapter 90 that deals with landlord-tenant issues. Also, the Oregon Bar has some information on their website at http://www.osbar.org/public/legalinfo/1250_RentIncreases.htm.

The fee to register a business name with the Oregon Real Estate Agency is $300 as of 2/2018. The annual renewal fee is $50.
To qualify for a principal broker license, you must have a minimum of three years of active licensed experience under the supervision of a principal broker.
