Is the RB Public Works Depart responsible for removing so-called "newsstands"? Many throughout RB are not newspaper stands, rather Ad containers, localpapers. Easy Reader and other local LEGITIMATE papers, are OK, the others are "eyesore".

I believe that it is ok to use vacuums. I am a public works employee but I would still call city Hall and see if they are permissible.
