You do not need a permit for that replacement and you are in Orange County not Riverside
City of Riverside has online permit portal you can check past and current permits. It's a little confusing to navigate but info is there. Ask builder for a copy of job card with permit number
Head to the third floor and sign in. They will call you when it's your turn. You'll need to provide all of the pertinent info and plans. Pay the fees and you're done. If you're a contractor you'll also need to purchase a business license.
