You may not get this very often with code enforcement officers but my experience with the 2 individuals, a code enforcment officer Nick and engineer code compliance grading division Alphonso were outstanding gentleman with great advice that was very beneficial! I am pleased to correct my mistake and clear it up maintaining county code rules. Thank you for the advice and understanding of my "lack of knowledge" and working things out with us. In 25 years as an architect I have never dealt with a building department that is so full of completely unqualified authoritarians. If you have any sense at all, leave San Diego County and build your house somewhere else.

I had the pleasure this week of going to the County of San Diego Planning department for the first time. I needed to get an approval on my plans to do a kitchen addition. The man and woman (sorry I forgot to get their names) that assisted me in the environmental department were the nicest, most helpful, and professional people I have worked with in a very long time!!! I was not sure what to expect since this was my first time working with the county. I want to personally thank these two employees and say the County is very fortunate to have them working there!

Search by parcel # on the county website, assuming you are in a county and not city location. There should a permit record of the foundation.
You can use the website to search for permit history.
It would be a big enough property to do one main residence and you could do an accessory dwelling over a garage in the rear. You could do the garage in the back with the Adu if you have Ally access. Otherwise you have to try to have a driveway go alongside the house to the back and that may make it a more difficult development.

Depends, they need to see the inside of the windows. If they can get inside the structure, then no need to be there. It's nice to be there and talk to inspector, those people are a wealth of info.

I believe that if the total amount of sq.ft. is under 300 then you don't need a permit . But if over yes would need a permit . I'm not at the county right now but I can look into more if you would like?
You will need building permits for the house itself. As long as everything passes you are good to go.
No, unfortunately. R2 zoning allows for two dwellings. R3 would be multi family, and depending on the sq. Ft. Of the lot, you may be able to build 4 units
Most of those answers can be found at the county recorders office. If the property has been surveyed. The Sqft should be spot on.
