It would be according to circumstances with prior approval from worker handling your case. Usually they only accept them when you walk in or by mail if requested.
It depends on who opened the delinquent account. If it is in your name then, yes even if it has not been in use for 11 years.

Shut off notice for share program. Heap takes four to six weeks to be approved. You van apply for both. Both 150 towards bill. Share will give you a credit on electric and water monthly. 12 month program.
