Ranch Bernardo is a great library, because it is more like a traditional library. It is quiet, which means you can work / study in silence. Oh yeah, it is organized, clean. I have never tried using the computers here, but I imagine if you are trying to use a library computer, it is for a class, not to play modern computer games. Also, don't most people own their own tablet / laptop? The problem with trying to study in public places like coffee shops or the food court of your college is, all the random noise or people trying to talk to you. Alpine has a quiet library, but they have shorter hours. This library is open on Saturdays, another bonus.

There are several small rooms along the edge of the library as well as tables.
Right now I think they do not take donations. Check with them directly about when that might resume.
