Hi Lorene, your funds are available for you to withdraw at any time in our branches, although transaction limits apply at ATMs. TLC has served Tillamook and Clatsop counties since 1957 and added Lincoln County during a series of mergers years later. Now we serve 7 counties in Oregon and Washington as TLC, a Division of Fibre Federal Credit Union.
I would guess that this means that they will be listed as the leinholder on your auto loan. This usually means that the title will be sent to them until you have paid it off at which point they will sign it and send the title to you. But you should ask them explicitly.
