This is one of the most lovely places up in Tehachapi, in the Bear Valley Community. My wife made a picnic and we went there with the dogs, yes it is a dog friendly atmosphere. We truly enjoyed the day watching children swim and fish, kayakers were enjoying the water as well. A lovely peaceful atmosphere here

Its generally swimmable year round, though you do so at your own risk, as in any lake. If it is definitely not safe to swim (e.g. when and IF blue-green algae makes an appearance) there are signs put up that state as much, e.g., "It is unsafe to swim in this lake at this time due to...." Etc.

You have to personally know a resident that lives in the community and it is indeed kayak and fishing friendly

No it's in Bear Valley Springs a private gated community in Tehachapi. The only way to gain access is thru a gate pass by knowing a resident. Residents must accompany their guests at the amenities and lakes.
