Whoever manages that place is amateur at best. It needs an overhaul, needs things repaired, and management should ensure tenants clean up the outside where most look like dumps. If I was manager I would..and have inspections.

Yes, but it must be under 20 lbs, spayed or neutered and proof of vaccinations. And there is a pet deposit, unless you have a service animal.
