I've called multiple times and left a message (both times before Friday because I know they're closed, and both times after lunch because I know they're also closed from 12-1) and no one has reached out.

I am commenting from the inside of HALC. I was hired as a Section 8 specialist by Kathy Kowtko. I was told that this position would take at least a year, even with training, to get all of the information down. I was also told, on my first day, that Robyn Cole was going to do my training. Then, 2 months in, with no training, I asked for some of my work to be scaled back, as it was very overwhelming. That work was never held back and I was increasingly making mistakes, big ones, that I didn't understand. One day, after work, Robyn Cole had gone home, so I asked Kathy a question. When Robyn Cole found out the next day, I was totally cut off from my "trainer". Following this, my coworkers were afraid to talk to me because Robyn Cole might turn on them. So that left me with no one to ask questions, not Kathy Kowtco, Robyn Cole (who created a hostile work environment), and definitely not my coworkers. I loved my job. I tried so hard to figure things out on my own. I was going to work and being silent all day. Some days no one spoke to me in 7 hours. I guess what I'm trying to say is that if you're thinking about working here, please understand that you will be required to know everything and that if you find yourself on the receiving end of Robyn Cole's hostility, plan on spending all your time trying to learn by yourself and still getting "let go" after a few months. Do not love your job, because it won't be there when you least expect it. It has also come to my attention that good employees at HALC have been on the receiving end of Robyn Cole's hostility, and have been let go, or have quit because of it. When I was initially having problems with Robyn Cole, Kathy said, "Robyn is not happy in her position," and that as bad as Robyn Cole was, she had gotten a lot better lately; so I don't know how the other employees stayed for 2 hours let alone long enough to deal with her for any length of time.

What a crock. I signed on 4 years ago and was told that there would be a 2-3 year wait list, I told the woman I talked to, Kelsie that I was homeless and needed at the time a place to live and she was super friendly, I would call once in a while and she would tell me that I was getting closer and then last year I got a letter that said I was close to the top! I called Kelsie and she told me that I should start packing (basically, and she looked forward to meeting me) So I did and I waited...and waited...and waited....I called today and a woman named Marilyn answered and told me that I had been pushed back because people who live in Newport are given top priority, If you apply and live say in Eugene, you are pushed backwards each time someone in Newport applies so if you are #1 and someone in Newport is #47, they get your apt! I could be on the wait list for years and years according to her, then she says that I should move to Newport and then I would make the list, hon, If I could afford to move to Newport, why would I have applied to housing? It just so happens that I have come into some financial means now and I dont NEED this apt, I was only calling to see what had happened to my apt and this is what I was told--Be aware that if you dont already live there, you are screwed! She claims its the same way anywhere but its not. I applied for an apt in Lincoln city at the same time and was called within a year, the only reason I turned it down was because the only unit was upstairs and at the time I had been in an accident and was in a wheelchair and could not get up stairs. I might reapply for that but really as I said, I dont need it...looking to buy my own place now but seriously, when you are told 2-3 years, plan on 20-30.

I know nothing don't text me anymore

Are there any modifications for the handicapped that rental properties are required to provide? I am thinking of things like railings for steps outside of rental apartments. Should the landlords or tenants provide these?

I would call housing. Your question didn't give much detail. Income source and amount they will want to know.
