This company is a very hands off company, they refuse to get involved in matters of tenant safety, and in a city where the police refuse to do their jobs, this is completely unacceptable. They expect you to fill out Incident Reports that they refuse to make available to their tenants, and even when the tenants are reporting in other manners, refuse to get involved. This company does not belong managing rental properties, if your an owner of a rental property please consider a different management company as they will not get involved even if it includes tenants destroying property.

We have expressed our frustrations we're having with our landlady Veronica Biehner to her bosses at Quantum and they have never once responded. We deserve better treatment, as tenants and as human beings.

I came to Fisher Mills Apartments to visit when my car was actually parked in a visitor spot only to go out to see it was towed. They do not give out guest passes so nobody can come visit without worrying about getting their car towed. Cost me over $450 to get it out thanks to quantum management. I am going to expose them and I’m going to the media about this. I’m not happy and I notice a lot of people are we’re getting towed and ticketed on premises for no reason at all. To me this is highly illegal and in moral. And just plain wrong. I should know I used to manage apartments and I would never work on this professional level poor poor management

Does not seem to respect workers any more than tenants. Took a pic of two (2) in a tiny office clearly marked by the Oregon Health Authority with an occupancy of one (1). Regional manager fussed at me for taking the pic. Hilarious given that the two workers were in there together in the office of a public housing project for the disabled and seniors, setting up the new apartment surveillance system.
