Whatever you do, don't do it from here, we recently got a 4 month puppy and he got neutered there. Next couples days we realized he had gotten an infection and had spread up his leg. He's okay now, but we will never be going there for anything of the sort there. You can try this place, it's 100% better. It's called Neuter Scooter, it's for people with low income and it's really cheap, got 4 cats neutered for I believe 40 dollars as far as I could remember.

The shelter has more then enough to handle, but if you've already tried finding another home for your dog yourself then you can always safely surrender your dog to the shelter no questions asked.
