Yes they are, they have to be on leash though. I seen a few frolicking in the snow last week when I was there.

They are allowed on the overlooks only, no trails, and have to be on a leash 6' or shorter.

Yes, on a leash. No dogs are allowed on trails, however, and cannot be left unattended.
