This Wal-Mart has the photo center in the back. They always have the best prices I've seen, can't give an exact amount.
Yes they can do that, make sure you have a release so you can copy the photos
They have the phone connectors, and memory card readers, I would assume the have CD-roms also.
I know Walmart used to do photo services in the back of the store near the electronics department, but i don't know if they still do. It was really cheap when they did. If you have a costco membership, i recommend driving out to silverdale to have them done there. They're quick and relatively cheap.
