Sometimes it is like that, I tried calling Home Depot and got TO the store BEFORE someone picked up! Go figure.
It depends on which department you are trying to reach. They all have individual numbers of the main number is busy

Poor customer service is my answer. The needs of the business should always include responding to calls coming into through Telecommunication; phone calls. Since there isn't a designated individual then hire more staff to accommodate every facet of their business. Full customer service is key to success.
They are always short handed.
Unfortunately that is not uncommon at busy times, for instance around lunchtime or just after people are getting off work around 5ish
