If I had a dog and I wanted him to enjoy the river with me and I knew my dog could swim we would enjoy the day together.
I don't have a legal answer for you but I have seen pets in the kayaks on the river. The staff answering the phones are nice and helpful so I'd give them a call to be safe.

About three years ago I took my dog out in a canoe though current regulations may vary and kayak probably isn't suitable for a dog too Tippy
