I think you can call parks and rec to find out for sure. I just show up early or have some one sit there until I am ready to go.
There is an ranger type officer by gate entrance
It's a first come first serve deal.
There's no reservation process they usually are empty 95% of the time or just teenage kids sitting on them you just show up and set up.
I did see pavilions there..I think one or two but at the time that I got there it must have been closeout I mean there were people still.. out there but it was dusk time when I got there and The pavilions were not being in use and I didn't see a nearby office to ask questions, you could try looking up the number to call n ask
