When is windy they close the umbrellas. If it is raining then it is closed (I am not so sure about the bar by the elevator though).

If it is raining or heavy wind the tables are closed down, but the bar near the elevator is usually open. There are only a few seats available there. You can usually find a spot in the bar area upstairs.
