All guest code of conduct signs state no pets allowed. Service animals are of course an exception. I suggest the service animal wear their insignia so the managers don't have to bug you because they will. You can tell they are only enforcing because they have too. So its just easier for all persons involved.
No, pets are not allowed with or without a leash. Service animals are the only exception. I don't know whether or how well they enforce it, but it is against policy and could be grounds for ejection from the boardwalk.

I see folks with their dogs on leashes. I'm sure there's a leash policy but I believe animals ARE allowed.
