I'll keep my well behaved dog at home if you keep your loud, screaming, whining, bratty, running around the place while you ignore them thinking that everyone thinks that's cute (hint: it isnt) kids at home. Downstairs has a retractable roof therefore it is considered outdoor seating. So yes. If you are weary eating next to dogs, they are not allowed upstairs.
There were a couple of dogs there when i went. I had no problem at all sharing the area with them.
