While technically no, if only city residents used it, the park would be empty 90% of the time. I think the non-city residents do more for the park then the city workers.

They don't have a key code or anything like that, but it was bought and maintained by the city of Fredericksburg so they prefer to keep it to city residents. I haven't ever seen a police officer check licenses, but I've heard they've stopped in to check several times.
