In the olden days, that parking lot was owned by the NYCDOT. Now that the parking lot is owned by a private agency. The new owners sold a significant portion of the lot to a building developer. Another significant chunk of the lot is being used by the NYPD for both their parking and for impound. Because of that, parking spots for the general public are greatly reduced. If you can, make arrangements to do your business in that part of Flushing later in the afternoon or in the evening, after the daily commuters have taken their cars out of the lot at the end of their work day...
