I believe Daryl has the best answer, be on best behaviour to extend the dawn the dusk hours of operation. The sunrise, sunset viewing is well worth pushing the boundaries.
It does technically close after dark. My unofficial answer is... the Mason Dixon Trail crosses through there which has people on it at all times of day. I have frequently seen people there in the dark watching sunrise/sunset without issue. I imagine it would only become an issue if someone's behavior was disruptive. There are no physical gates that close the parking lot.
