I just visited last week. Yes, there is a beach for swimming. However, the water is SUPER bad and currently the beach is covered in algae so I would not suggest it. Mendota County Park is up the road and has a filtered beach, not much better but the filter helps
You can, there is a roped out swim area, but the water quality is poor this time of year. There are better options.
