I would contact the Lebanon Country Humane Society. They are really good and should be able to help you
If you are willing take it to a vet and get blood work done. If they have leukemia they all have it. A vet could tell you how and what to feed them. If not take them to a shelter. There is a reason mom hasn't come for them.
But don't some mama's abandon their young at times? After a time( I've done research!) Mama bears leave their young so they can mate and they are left to fend for selves.Take them to Vet and like she said, then to Humane Society.
