I was there this past weekend & saw a dog sitting on the front of a boat. I just don't know if the boat was rented or owned by the guy fishing from it. It looked awesome with the dog on the front!
I wouldn't see why not but you would definitely have to ask
You'll need to call the park to check, but they allowed my dog in kayak at Marsh Creek.
